How the initiation phase shapes business-case development in circular contruction projects

Samenvatting

The Dutch construction and installation sector plays a pivotal role in the transition towards a circular economy. It accounts for approximately 50% of national material use, 30% of water consumption, and around 11% of total CO₂ emissions (Transition Team Circular Construction Economy, Ministry of Infrastructure and Water Management & Rijkswaterstaat, 2024). Achieving the national ambition of a fully circular economy by 2050 (Ministry of Infrastructure and Water Management, 2023) requires a fundamental shift from fragmented, linear “take–make–waste” chains towards integrated, lifecycle-oriented construction teams. These teams must incorporate maintenance, dismantling, and high-value reuse from the outset.
